Petey was born at DeWitt Army Hospital, Fort Belvoir, Alexandria, Virginia. He was raised and still lives in Alexandria. He attended Charles Houston Elementary and Parker-Gray Middle Schools. He went to George Washington High School until his senior year when he came to T. C. Williams as part of the school consolidation, K6-2-2-2 plan. All his coaches in the Alexandria youth leagues all the way through High School drove Petey to excel at sports.
