Steve Billingsley was born on September 22, 1954 in Heidelberg, Germany. In 1958 he and his family moved from Europe to Arlington, VA and in 1959 moved again to Alexandria, VA when his father, a career Army officer, was assigned to the Pentagon. He attended Charles Barrett Elementary School for kindergarten through second grade then attended Saint Stephen's Middle School for third through eighth grade.

Steve came to T.C. Williams High School as a freshman in 1969. After playing on the freshman football team, Steve made the varsity football team his sophomore year as a flanker/wide receiver. He continued to play at the varsity level and received a varsity letter the three years he played on the varsity team. He was also a member of the track team and crew teams.

During the 71-72 state championship season Steve played in all the regular season games, alternating with Warren Robinson as he brought in the plays from Coach Boone. He caught 6 passes during the regular season and averaged 20 yards a catch. Unfortunately, Steve was injured the last game of the regular season with and missed the playoffs, but was able to get in for a few plays toward the end of the state championship game.

The following year Steve again caught 6 passes for 120 yards and scored three touchdowns.

After graduating in 1973 he attended the Virginia Military Institute (VMI). As a cadet Steve participated in football for two seasons then joined the track team his final two years at VMI. In May of 1977 he graduated with a Bachelor of Arts degree in English.

After graduation he entered the Army as a Second Lieutenant in the Infantry. His first assignment was to Ft. Leonard Wood, Missouri, as a range officer. He later served as a company executive officer and as a company commander and was promoted to the rank of Captain.

Following his assignment at Ft. Leonard Wood, he was assigned to the 25th Infantry Division, Schofield Barracks, Hawaii. While assigned to the 25th Infantry Division he served as an assistant operations officer in the Division's operations office, assistant operations officer in the 2nd brigade, and finished his assignment with the division as the Company Commander of A Company, 1st Battalion, 35th Infantry.

His next assignment was as a Reserve Forces Advisor with 5th Army Readiness Group, St. Louis, Missouri. Following this assignment, and his promotion to Major, he was assigned as a Project Officer for the 1990 Engineer Commander's Conference. He ended his active duty military career in 1992 as the Commander of A Company, 577th Engineer Battalion.

Following a two year break from the military, he joined the Virginia National Guard in August 1994 as a traditional guardsman and served in a variety of staff positions within the 29th Infantry Division to include assistant operations officer, Division Operations and as the 1st Brigade Logistics Officer. He left the Division in 1998 and was assigned to the Maneuver Training Command, Ft. Pickett, Virginia and served as the Director, Plans, Training, and Security for the installation. He was promoted to the rank of Lieutenant Colonel in June 1999. Following a temporary assignment as the State's Mobilization Officer He was assigned as the Deputy Inspector General located at State Headquarters in June 2001. In March 2003 he was assigned back to the 29th Infantry Division as the Division Inspector General where he served until his retirement in August 2005.

Steve’s military education includes the Infantry Officer's Basic Course, U.S. Army Ranger School, and U.S. Army Airborne School, the Infantry Officer's Advanced Course, Combined Arms Services Staff School Phase I, and Command and General Staff College and the Inspector General’s Course. He also holds a Masters of Arts degree in Management.

Following his military career in 1992 he took a position as a career counselor with Resource Consultants Incorporated located in Vienna, Virginia which he held until October 1995. He went back on active duty status with the National Guard Bureau as a project officer from October 1995 to September 1996. Following his active duty tour he took a position as a Sales Executive with EEI Communications from January 1997 to July 1998. He joined Computer Associates International as a Sales Executive from 1998 until 2002. Since 2002 Steve has been employed by SAIC as a Policy Analyst supporting the Air Force.

Steve married Teresa Smith in 2004 and they currently reside in Loudon County, Virginia.
